Professor John Owens, Professor of United States Government and Politics in the Centre for the Study of Democracy, was quoted in an article by iNews about why Donald Trump couldn’t stand for a third term if he wins the 2020 US election.
The article points out that the twenty-second amendment in the constitution would need to be amended, which limits two terms of presidency, to allow Trump to serve more than two terms.
Professor Owens said that if Trump won the 2020 election, it is likely to be a narrow majority and with the Democrats likely to keep their majority in the House of Representatives, this would undercut “any significant drive to amend the two-term limit.”
He said that the amendment of the constitution “was made deliberately difficult, which accounts for so few amendments since 1787.”
He added: “It is highly likely the Democrats will make gains in state elections this year or, if Trump is re-elected, in 2022, which would preclude ratification of such an amendment in the unlikely event the new Congress would approve such amendment.”
